The operating system for Congregate Living Health Facilities.
EMR, HCBA Waiver billing, and CDPH compliance in one platform — built for the reality of a 6-bed CLHF, not borrowed from enterprise skilled-nursing software.
Built on the same platform that runs Hospice Engine and Home Health Engine — one login across your post-acute lines.
Charting, billing, and survey-readiness — without the spreadsheets
Most CLHFs run on paper binders and a patchwork of tools. CLHF Engine puts the whole operation in one place.
Clinical documentation
Resident charting, electronic MARs, care plans, physician orders, assessments, and e-signatures — versioned with a full audit trail, built to the Title 22 SNF standard CLHFs must conform to.
HCBA Waiver billing
Generate the daily nursing notes the waiver requires, attach them to each TAR, bill CNSS at the U3 per-diem level, and track every reauthorization — plus resident room & board.
Survey-ready compliance
Unusual-occurrence and incident reporting, staffing logs that scale with your licensed beds, and a complete record for CDPH — so a survey is a non-event.
Whichever population you're licensed to serve
CLHF Engine adapts to the residents your CDPH license covers under H&S Code §1250(i).
Type A — physically disabled
Mentally alert, physically disabled adults, including the ventilator-dependent. Track respiratory care, equipment, and the higher-acuity nursing these residents need.
Type B — terminally ill
Residents who are terminally (≤6 months) or life-threateningly ill. Coordinate with hospice on the same platform that runs Hospice Engine.
Type C — catastrophically disabled
Adults catastrophically and severely disabled by trauma or non-degenerative neurologic illness — with the speech, physical, and occupational therapy documentation they require.
CLHF, hospice, and home health — together
CLHF Engine, Hospice Engine, and Home Health Engine are the same codebase and the same login. That matters for CLHFs: many serve terminally ill (Type B) residents, so your hospice partners — or your own hospice line — work in the same system, with one vendor and one support team.

Get your TARs paid the first time
HCBA Waiver billing is unforgiving: every TAR needs current nursing notes, and a Waiver Agency adjudicator or DHCS nurse evaluator re-reviews each request. Hand it to our team and we run the revenue cycle from inside the application — so your nurses care for residents and we keep the authorizations and payments flowing.
- TAR preparation with the required nursing notes attached
- CNSS billed at the U3 per-diem level of care
- Reauthorization tracking so coverage never lapses
- Resident room & board billing, separate from Medi-Cal
- Flat pricing — no percentage of your collections
